The Coasties say there may be boat exclusion zones (presumably kayak exclusions zones too)

They say that only vehicles entering the island will be subject to search. Pedestrians won't. Given enough surveillance cameras, they say, even a fence between the port zone and natural areas won't be necessary. .Big brother, it seems, will be watching
