Safe Harbors' NRPA Application broken into its sections

 Safe Harbors' Maine subsidiary is attempting to make  Rockland's Inner  Harbor other users lose  public moorings spaces on behalf of this  overly  mega yacht-friendly  proposal .Below is Safe Harbors; application for a Natural Resources Protection Act permit, broken it into its sections for ease of access.
